This manual describes the Government's Standard Assessment Procedure (SAP) for assessing the energy performance of dwellings. The indicators of the energy performance are energy consumption per unit floor area, an energy cost rating (the SAP rating), an Environmental Impact rating (based on CO2 emissions) and a Dwelling CO2 Emission Rate (DER).
From 11 June 2007 the Government took the first step in the implementation of home information packs (HIPs), by introducing new regulations to Parliament for England and Wales.
The Domestic Energy Assessor (DEAs) is a new role created by the need for homeowners to provide Energy Performance Certificates (EPC) for inclusion in Home Information Packs (HIPs).
